OLYMPIC GAMES REPLACEMENT PROCEDURES FOR TEAM EVENTS
The teams will have the possibility of replacing one fencer in the two following cases:
1) for injury
2) for tactical reasons
Once a replacement has been made for one of the above reasons, no further replacements
may be made for any reason.
This procedure for replacements due to injury and for replacement for tactical reasons
applies to those teams qualified under the qualification system and for teams composed of 3
fencers qualified individually in that competition.
1) Process for accreditation of replacement athletes
NOCs may name a replacement athlete for each team event for which they are qualified
through section the qualification system and for teams composed of 3 fencers qualified
individually in that competition. NOCs who are entitled to a replacement athlete must
submit to BOCOG an Application for Accreditation form for all each replacement athlete,
which must be received according to the deadline established by BOCOG, with a copy also
being passed to the FIE.
By BOCOG Entry by Name deadline, NOCs must confirm all athletes to fill their qualified
positions, and also nominate the replacement athletes to which they are entitled for team
events.
Replacement athletes will receive a Games Accreditation Card in the "P" category, providing
access to Fencing Training venues (code "TFE") only. This card will be a personalised pass,
and will not allow access to the competition venues without an appropriate second card (or
"access" card), displaying the appropriate access code for the Fencing competition venue.
Venue Access
The second Accreditation Card (access pass) will be managed on an event to event basis by
the Sport staff of the Accreditation Help Office at the Fencing competition venue. It must be
obtained and returned to the Office at that location as determined. When worn in
conjunction with the Games Accreditation Pass in the "P" category described above, this
second card will provide access to the Competition venue only for the specific team event
for which the replacement is nominated.
Training venue: Access to the training sessions, reserved in advance by the NOCs, will be
allowed with the "P" category Games accreditation card.
The replacement athletes may take part in competition through replacement due to injury or
replacement due for tactical reasons in accordance with the following procedures.

2) Replacement due to injury
The circumstances under which a team member may be replaced for injury are described
within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 11 (see clause
1.d) of this annex).
The following describes the special rules for the substitution of athletes injured in the Team
Events of Olympic Games, Beijing 2008.
An injured athlete may be replaced either by an already accredited athlete from another
weapon or by a replacement athlete duly appointed by his/her NOC under the process
outlined in 1) above. The replacement will be made through the following process which will
be managed by the FIE:
a) Verification of the accredited athlete’s injury: At the venue, the FIE Medical
Officer(s) personally and physically examine the athlete after the injury, before
the athlete leaves the venue. At least one medical officer must be present
constantly at the venue during the competition to be able to perform this task in
a timely fashion (less than 10 minutes following the injury being reported);
Away from the venue, an injury report signed by the medical officer responsible
for the site where the injury happened (e.g. training site or village) must be
submitted by the team captain to the FIE Medical Officers as soon as possible
after the incident.
After carefully verifying the type and extent of the injury, the FIE Medical
Officers decide whether the injury justifies the withdrawal of the fencer from the
team event. The Directoire Technique provides them with a Replacement
Activation Form and one or both FIE Medical Officers sign the medical
verification portion of the form.
The determination of injury by the FIE Medical Officer(s) will be final. There shall
be no right of appeal against this decision.
b) The replacement athlete is present within the venue and ready to fence without
delaying the team event. He enters the venue through the use of the access
card system outlined in clause 1).
c) The President of The Directoire Technique provides the team captain with a
Replacement Activation Form to confirm the replacement of the injured athlete,
which the team captain shall complete and return to the President of the
Directoire Technique. This form is then passed to the results staff.
Once this notification to the results staff has taken place, the competition shall
then proceed from the point at which the injury took place.
d) Only one replacement per team is authorized throughout the competition. A
competitor who is replaced cannot again take his place in the team either during
the same match or the rest of the competition.
Note: The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point
12: “If a fencer or the reserve, if any, are forced to retire or are excluded, their
team has lost the match”.
3) Replacement for tactical reasons
The circumstances under which a team member may be replaced for tactical reasons are
described within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 10.
The following special rules will apply for the Beijing 2008 Olympic Games and take
precedence over the above rules where specified. This provision specifically excludes
teams composed of three selected individuals from different weapons.

This replacement can intervene only before the beginning of a match and will be final. A
competitor who is replaced cannot again take his place in the team either during the same
match or the rest of the competition.
An athlete could be replaced either by an already accredited athlete from another weapon or
by a replacement athlete duly appointed by his/her NOC under the process outlined in 1)
above. The replacement will be made through the following process which will be managed
by the FIE:
a) Replacement by a nominated replacement athlete: The team captain informs the
President of the Directoire Technique that the replacement has been made prior
to the commencement of the match, and provides proof that the latter is ready
to fence without causing any delay in the competition.
b) Replacement by a fencer accredited in another weapon: The team captain
provides the proof that the latter is ready to fence without causing any delay in
the competition.
In both cases, the President of Directoire Technique provides the team captain with a
Replacement Activation Form, which the team captain shall complete and return to the
President of the The Directoire Technique. This form is then passed to the results staff prior
to the commencement of the bout.

ANNEX TO THE RULE FOR EVENTS IN THE 2008 OLYMPIC GAMES
PLACEMENT AND DRAWING OF LOTS
INDIVIDUAL EVENTS
Formula with direct elimination throughout:
1) The individual competitions at weapons having a team event, which will bring together
approximately 36 fencers per weapon, and those having only an individual event, with
approximately 24 fencers per weapon, will be run with an incomplete direct elimination table
of 64 and an incomplete direct elimination table of 32 respectively.
2) The initial order of the fencers will be established according to the adjusted FIE official
ranking, as of August 1st, 2008, at midnight.
3) If there are fencers qualified who do not appear in the FIE official ranking and/or if in the
rankings there are fencers classified ex-aequo, the FIE will carry out preliminary drawing of
lots as follows:
a) First, we will carry out a drawing of lots for the fencers ranked ex-aequo;
b) Then, we will carry out a drawing of lots for the fencers who do not appear in the
FIE official ranking.
4) As soon as all the fencers have an initial classification, we will carry out a
drawing of lots in pairs, from the first to the last fencer.
TEAM EVENTS
The classification of the teams will be made according to the Adjusted FIE Team Official
Ranking at each weapon. In case there are teams ranked ex-aequo, a drawing by lots will
be carried out.
The teams will be placed in a complete direct elimination table of 8 or an incomplete direct
elimination table of 16, depending on the number of teams participating, the teams keeping
their initial place without a drawing of lots.
The team of the organising country, which has been allocated 8 places, will be placed in the
direct elimination table according to its place in the current Adjusted FIE Team Official
Ranking at the weapon concerned.
The team events will be run by direct elimination throughout and the places 5 to 8 will be
fenced.
