รมต.กีฬาฯ ระดมทุน 2,000 พันล้านพัฒนากีฬาไทย
นายวีระศักดิ์ โควสุรัตน์ รัฐมนตรีว่าการกระทรวงการท่องเที่ยวและกีฬา เป็นประธานการประชุมผู้บริหารกระทรวงการท่องเที่ยวและกีฬา หารือถึงแนวทางในการระดมทุนเข้ากองทุนพัฒนากีฬาแห่งชาติ ซึ่งปัจจุบันเหลือเงินสนับสนุนกีฬาเพียง 16 ล้านบาท โดยที่ประชุมได้เสนอในหลายแนวทาง ได้แก่ การร่วมมือกับสำนักงานสลากกินแบ่งรัฐบาล โดยขอความร่วมมือออกรางวัลประจำปี ปีละ 1 ครั้ง ในวันกีฬาแห่งชาติ 16 ธ.ค. ของทุกปี และให้แบ่งผลกำไรหลังจากหักค่าใช้จ่ายสุทธิเข้ากองทุนพัฒนากีฬาแห่ง ชาติ ในวงเงิน 500 ล้านบาทต่อปี การร่วมมือกับธนาคารของรัฐ โดยออกบัตรเครดิต บัตรวีซ่า บัตรมาสเตอร์การ์ด ซึ่งเมื่อผู้บริโภคใช้บริการตามเงื่อนไข ให้หักเปอร์เซ็นต์การใช้จ่ายเงินเข้ากองทุน ตลอดจนการขอรับการสนับสนุนจากการจัดเก็บภาษีสรรพสามิต (สุรา และบุหรี่) เช่นเดียวกับสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) 1,000 ล้านบาทต่อปี ให้บริษัทหรือห้างหุ้นส่วน สนับสนุนงบฯ โดยยกเว้นภาษีเงินได้เท่ากับจำนวนเงิน หรือมูลค่าทรัพย์สิน 1.5 เท่า ของรายจ่าย แต่ไม่เกินร้อยละ 20 ของกำไรสุทธิ, ร่วมมือกับบริษัทผู้ประกอบการน้ำมัน ก๊าซธรรมชาติ โดยบริจาค 1 ลิตร 1 สตางค์ เข้ากองทุน หรือควรนำกำไรจากรัฐวิสาหกิจ 0.1 เปอร์เซ็นต์ เข้ากองทุน โดยงบประมาณที่คาดว่าจะได้ รับปีละ 2,000 ล้านบาท

Video-refereeing June 13, 2008 FIE
Dear Mr/Madam President,
Video-refereeing As you know, video-refereeing is very popular with the athletes and
referees alike. It is currently obligatory at foil and sabre, and we have
noticed that when the video-refereeing system was used at épée, the
athletes and referees turned to it. Furthermore, a large number of
fencers have complained that épée is being left to one side and is not
benefiting from it.
Moreover, Swiss Timing has just proposed a contract to the FIE to set
up a video website that would transmit and archive the video-replay
images. If we do not have any images for épée, we will only be able to
provide and store foil and sabre images.
Taking this into account, the FIE Executive Committee was consulted
in writing in order to determine if it was necessary to make videorefereeing
compulsory at all three weapons as of the 2008-2009
season. The Executive Committee was in favour of this decision. As a
result, the following changes have been made to the rules relating to
video-refereeing:
For Grand Prix competitions, at all three weapons, video-refereeing is
compulsory and must be used as soon as the timetable allows the
competition to be run on only 4 pistes, and in any case from the table
of 64.
For World Cup team competitions, at all three weapons, videorefereeing
is compulsory from the table of 32 onwards including the
matches for 3rd place but excluding the other ranking matches.
For individual and team competitions of the open World
Championships, video-refereeing is obligatory from the beginning of
the competition onwards. 8 pistes equipped for video-refereeing are
thus necessary.

New Formula ForThe Team Events
FIE ASSIGNs TO ACIREALE THE CADET AND JUNIOR 2008 WORLD CHAMPIONSHIPS
Lausanne 2/5/2007 - After a long head-to-head competition with Thailand during the meetings last Saturday and Sunday the FIE granted to Acireale (Catania), Italy, the Cadet and Junior World Championships edition of 2008.

There will be some changes from the technical point of view at these championships. The FIE has decided to try a new formula for the team events replacing the competition by weapon with a mixed weapon event. Both men and women's teams will be made of two foilists, two epeeist, and two sabreists. This is an experiment promoted by some countries, one being Italy. In the words of Giorgio Scarso, President of the FIS, "The revised and corrected formula of the Mediterranean's Championships in Syracuse will be adopted and it could become part of the events at the Olympic games in London in 2012. Acireale will be a kind of a lab experiment for the future of the sport of fencing where the technical aspects and the media impact of this change in the formula of team competitions will be evaluated."
After Beijing 2008, only Junior World Championships will take place. Cadets will compete in continental trials and already starting in March in Serbia, there will be a first experiment.

Acireale is a town near Catania, in Sicily, by the Etna volcano. The surrounding area and the town itself is rich in culture and tradition. Virtual tourists can check these web sites for information.

ประวัติการใช้ ภาพเคลื่อนไหวช้า
FIE ได้จัดให้มีการใช้ slow motion ครั้งแรกในการจัดการแข่งขัน the 2006 Turino World Championships โดยใช้ที่สนามสีทั้งสี่ ( เหลือง แดง น้ำเงิน เขียว ) และเริ่มใช้ตั้งแต่รอบ 32 จนถึงรอบชิง
Junior World Championships: AUSTRIA 2005. ทดลองใช้ การย้อนภาพ ในทันที เพื่อช่วยการตัดสิน
Senior World Championships: LEIPZIG 2005. ถือเป็นครั้งแรกในประวัติศาสตร์กีฬาฟันดาบ ที่ใช้การย้อนภาพเคลื่อนไหวการแข่งขันในทันที มาช่วยการตัดสินของกรรมการ และใช้ต่อมาในทุกรายการแข่งขัน กรรมการจะถูกร้องขอให้ พิจารณาทบทวนการตัดสิน จากภาพเคลื่อนไหวช้าที่บันทึกไว้

ใช้กล้อง ความคมชัดสูง HDV ติดบน เครนลอยสูงกว่าศรีษะด้านหลังของ กรรมการผู้ตัดสิน การบันทึกเภาพเริ่มจากเครื่องไฟช่วยตัดสิน ทุกครั้งที่ไฟติดภาพจะแสดงผลในทันที สามารถดุซ้ำได้ไม่จำกัดตามต้องการ สำหรับดาบเซเบอร์ ตั้งค่าไว้ที่ ความเร็ว 20% จากปกติ ในห้วง 1 นาที ย้อนหลัง สำหรับดาบ ฟอล์ย และ เอเป้ ตั้งค่าไว้ที่ ความเร็ว 30% จากปกติ ในห้วง 2 นาที ย้อนหลัง ภาพเคลื่อนไหวช้า ย้อนกลับจะมีทุกครั้งที่ไฟติด ผู้ตัดสินจะดูหรือไม่ก็ได้ ทั้งนี้จะมีคณะกรรมการผู้ตัดสิน และผู้ช่วยผู้ตัดสินสนาม อีกสองคน"referee delegates" (referee de arbitrage) อยู่คนละฝั่งทั้งซ้ายและขวา ช่วยดูการแข่งขันและช่วยให้ข้อมูลกับผู้ตัดสิน
Rules for Fencing
นักกีฬาสามารถร้องขอให้ผู้ตัดสินทบทวนการตัดสินใหม่ โดยใช้การพิจรณาภาพเคลื่อนไหวช้าย้อนกลับ ได้ไม่เกิน 3 ครั้ง ในระหว่างการแข่งขันทั้งในแบบ 15 แต้ม หรือ 5 แต้ม กรรมการผู้ตัดสิน และ คณะกรรมการผู้ตัดสิน จะเป็นผู้ร่วมกันลงความเห็นสรุปข้อตัดสิน โดยนักกีฬา และหรือ ผู้ฝึกสอนของนักกีฬานั้นไม่มีส่วนร่วมในการออกความเห็นของ ข้อตัดสินนั้นๆ
นี่เป็นสิ่งซึ่งนำมาถึงประเด็นของข้อถกแถลง ต่างๆที่เกิดขึ้นตามมา
ด้านทาง ฝ่ายนักกีฬา , คำถามหลักก็คือ การใช้ภาพเคลื่อนไหวช้าย้อนกลับทันทีนี้ จะทำให้มีการเปลี่ยนวิถีทางหลักในการแข่งขันอย่างไร , นักกีฬาฟันดาบจะนำทรัพยากรใหม่นี้มาใช้อย่างไรในระหว่างการแข่งขัน
ด้านทาง ฝ่ายผู้ตัดสิน , คำถามต่างๆเช่น ใช้เวลาได้นานเท่าไหร่ในการย้อนดู, นักกีฬาอาจจะใช้เป็นวิธีรบกกกกวนการตัดสิน หรือไม่

OLYMPIC GAMES REPLACEMENT PROCEDURES FOR TEAM EVENTS
The teams will have the possibility of replacing one fencer in the two following cases:
1) for injury
2) for tactical reasons
Once a replacement has been made for one of the above reasons, no further replacements
may be made for any reason.
This procedure for replacements due to injury and for replacement for tactical reasons
applies to those teams qualified under the qualification system and for teams composed of 3
fencers qualified individually in that competition.
1) Process for accreditation of replacement athletes
NOCs may name a replacement athlete for each team event for which they are qualified
through section the qualification system and for teams composed of 3 fencers qualified
individually in that competition. NOCs who are entitled to a replacement athlete must
submit to BOCOG an Application for Accreditation form for all each replacement athlete,
which must be received according to the deadline established by BOCOG, with a copy also
being passed to the FIE.
By BOCOG Entry by Name deadline, NOCs must confirm all athletes to fill their qualified
positions, and also nominate the replacement athletes to which they are entitled for team
events.
Replacement athletes will receive a Games Accreditation Card in the "P" category, providing
access to Fencing Training venues (code "TFE") only. This card will be a personalised pass,
and will not allow access to the competition venues without an appropriate second card (or
"access" card), displaying the appropriate access code for the Fencing competition venue.
Venue Access
The second Accreditation Card (access pass) will be managed on an event to event basis by
the Sport staff of the Accreditation Help Office at the Fencing competition venue. It must be
obtained and returned to the Office at that location as determined. When worn in
conjunction with the Games Accreditation Pass in the "P" category described above, this
second card will provide access to the Competition venue only for the specific team event
for which the replacement is nominated.
Training venue: Access to the training sessions, reserved in advance by the NOCs, will be
allowed with the "P" category Games accreditation card.
The replacement athletes may take part in competition through replacement due to injury or
replacement due for tactical reasons in accordance with the following procedures.
2) Replacement due to injury
The circumstances under which a team member may be replaced for injury are described
within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 11 (see clause
1.d) of this annex).
The following describes the special rules for the substitution of athletes injured in the Team
Events of Olympic Games, Beijing 2008.
An injured athlete may be replaced either by an already accredited athlete from another
weapon or by a replacement athlete duly appointed by his/her NOC under the process
outlined in 1) above. The replacement will be made through the following process which will
be managed by the FIE:
a) Verification of the accredited athlete’s injury: At the venue, the FIE Medical
Officer(s) personally and physically examine the athlete after the injury, before
the athlete leaves the venue. At least one medical officer must be present
constantly at the venue during the competition to be able to perform this task in
a timely fashion (less than 10 minutes following the injury being reported);
Away from the venue, an injury report signed by the medical officer responsible
for the site where the injury happened (e.g. training site or village) must be
submitted by the team captain to the FIE Medical Officers as soon as possible
after the incident.
After carefully verifying the type and extent of the injury, the FIE Medical
Officers decide whether the injury justifies the withdrawal of the fencer from the
team event. The Directoire Technique provides them with a Replacement
Activation Form and one or both FIE Medical Officers sign the medical
verification portion of the form.
The determination of injury by the FIE Medical Officer(s) will be final. There shall
be no right of appeal against this decision.
b) The replacement athlete is present within the venue and ready to fence without
delaying the team event. He enters the venue through the use of the access
card system outlined in clause 1).
c) The President of The Directoire Technique provides the team captain with a
Replacement Activation Form to confirm the replacement of the injured athlete,
which the team captain shall complete and return to the President of the
Directoire Technique. This form is then passed to the results staff.
Once this notification to the results staff has taken place, the competition shall
then proceed from the point at which the injury took place.
d) Only one replacement per team is authorized throughout the competition. A
competitor who is replaced cannot again take his place in the team either during
the same match or the rest of the competition.
Note: The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point
12: “If a fencer or the reserve, if any, are forced to retire or are excluded, their
team has lost the match”.
3) Replacement for tactical reasons
The circumstances under which a team member may be replaced for tactical reasons are
described within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 10.
The following special rules will apply for the Beijing 2008 Olympic Games and take
precedence over the above rules where specified. This provision specifically excludes
teams composed of three selected individuals from different weapons.
This replacement can intervene only before the beginning of a match and will be final. A
competitor who is replaced cannot again take his place in the team either during the same
match or the rest of the competition.
An athlete could be replaced either by an already accredited athlete from another weapon or
by a replacement athlete duly appointed by his/her NOC under the process outlined in 1)
above. The replacement will be made through the following process which will be managed
by the FIE:
a) Replacement by a nominated replacement athlete: The team captain informs the
President of the Directoire Technique that the replacement has been made prior
to the commencement of the match, and provides proof that the latter is ready
to fence without causing any delay in the competition.
b) Replacement by a fencer accredited in another weapon: The team captain
provides the proof that the latter is ready to fence without causing any delay in
the competition.
In both cases, the President of Directoire Technique provides the team captain with a
Replacement Activation Form, which the team captain shall complete and return to the
President of the The Directoire Technique. This form is then passed to the results staff prior
to the commencement of the bout.
ANNEX TO THE RULE FOR EVENTS IN THE 2008 OLYMPIC GAMES
PLACEMENT AND DRAWING OF LOTS
INDIVIDUAL EVENTS
Formula with direct elimination throughout:
1) The individual competitions at weapons having a team event, which will bring together
approximately 36 fencers per weapon, and those having only an individual event, with
approximately 24 fencers per weapon, will be run with an incomplete direct elimination table
of 64 and an incomplete direct elimination table of 32 respectively.
2) The initial order of the fencers will be established according to the adjusted FIE official
ranking, as of August 1st, 2008, at midnight.
3) If there are fencers qualified who do not appear in the FIE official ranking and/or if in the
rankings there are fencers classified ex-aequo, the FIE will carry out preliminary drawing of
lots as follows:
a) First, we will carry out a drawing of lots for the fencers ranked ex-aequo;
b) Then, we will carry out a drawing of lots for the fencers who do not appear in the
FIE official ranking.
4) As soon as all the fencers have an initial classification, we will carry out a
drawing of lots in pairs, from the first to the last fencer.
TEAM EVENTS
The classification of the teams will be made according to the Adjusted FIE Team Official
Ranking at each weapon. In case there are teams ranked ex-aequo, a drawing by lots will
be carried out.
The teams will be placed in a complete direct elimination table of 8 or an incomplete direct
elimination table of 16, depending on the number of teams participating, the teams keeping
their initial place without a drawing of lots.
The team of the organising country, which has been allocated 8 places, will be placed in the
direct elimination table according to its place in the current Adjusted FIE Team Official
Ranking at the weapon concerned.
The team events will be run by direct elimination throughout and the places 5 to 8 will be
fenced.

the Sport staff of the Accreditation Help Office at the Fencing competition venue. It must be
obtained and returned to the Office at that location as determined. When worn in
conjunction with the Games Accreditation Pass in the "P" category described above, this
second card will provide access to the Competition venue only for the specific team event
for which the replacement is nominated.
Training venue: Access to the training sessions, reserved in advance by the NOCs, will be
allowed with the "P" category Games accreditation card.
The replacement athletes may take part in competition through replacement due to injury or
replacement due for tactical reasons in accordance with the following procedures.
2) Replacement due to injury
The circumstances under which a team member may be replaced for injury are described
within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 11 (see clause
1.d) of this annex).
The following describes the special rules for the substitution of athletes injured in the Team
Events of Olympic Games, Beijing 2008.
An injured athlete may be replaced either by an already accredited athlete from another
weapon or by a replacement athlete duly appointed by his/her NOC under the process
outlined in 1) above. The replacement will be made through the following process which will
be managed by the FIE:
a) Verification of the accredited athlete’s injury: At the venue, the FIE Medical
Officer(s) personally and physically examine the athlete after the injury, before
the athlete leaves the venue. At least one medical officer must be present
constantly at the venue during the competition to be able to perform this task in
a timely fashion (less than 10 minutes following the injury being reported);
Away from the venue, an injury report signed by the medical officer responsible
for the site where the injury happened (e.g. training site or village) must be
submitted by the team captain to the FIE Medical Officers as soon as possible
after the incident.
After carefully verifying the type and extent of the injury, the FIE Medical
Officers decide whether the injury justifies the withdrawal of the fencer from the
team event. The Directoire Technique provides them with a Replacement
Activation Form and one or both FIE Medical Officers sign the medical
verification portion of the form.
The determination of injury by the FIE Medical Officer(s) will be final. There shall
be no right of appeal against this decision.
b) The replacement athlete is present within the venue and ready to fence without
delaying the team event. He enters the venue through the use of the access
card system outlined in clause 1).
c) The President of The Directoire Technique provides the team captain with a
Replacement Activation Form to confirm the replacement of the injured athlete,
which the team captain shall complete and return to the President of the
Directoire Technique. This form is then passed to the results staff.
Once this notification to the results staff has taken place, the competition shall
then proceed from the point at which the injury took place.
d) Only one replacement per team is authorized throughout the competition. A
competitor who is replaced cannot again take his place in the team either during
the same match or the rest of the competition.
Note: The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point
12: “If a fencer or the reserve, if any, are forced to retire or are excluded, their
team has lost the match”.
3) Replacement for tactical reasons
The circumstances under which a team member may be replaced for tactical reasons are
described within The FIE Rules for Competitions, Book 2, Chapter 6, Section o.44, Point 10.
The following special rules will apply for the Beijing 2008 Olympic Games and take
precedence over the above rules where specified. This provision specifically excludes
teams composed of three selected individuals from different weapons.
This replacement can intervene only before the beginning of a match and will be final. A
competitor who is replaced cannot again take his place in the team either during the same
match or the rest of the competition.
An athlete could be replaced either by an already accredited athlete from another weapon or
by a replacement athlete duly appointed by his/her NOC under the process outlined in 1)
above. The replacement will be made through the following process which will be managed
by the FIE:
a) Replacement by a nominated replacement athlete: The team captain informs the
President of the Directoire Technique that the replacement has been made prior
to the commencement of the match, and provides proof that the latter is ready
to fence without causing any delay in the competition.
b) Replacement by a fencer accredited in another weapon: The team captain
provides the proof that the latter is ready to fence without causing any delay in
the competition.
In both cases, the President of Directoire Technique provides the team captain with a
Replacement Activation Form, which the team captain shall complete and return to the
President of the The Directoire Technique. This form is then passed to the results staff prior
to the commencement of the bout.
ANNEX TO THE RULE FOR EVENTS IN THE 2008 OLYMPIC GAMES
PLACEMENT AND DRAWING OF LOTS
INDIVIDUAL EVENTS
Formula with direct elimination throughout:
1) The individual competitions at weapons having a team event, which will bring together
approximately 36 fencers per weapon, and those having only an individual event, with
approximately 24 fencers per weapon, will be run with an incomplete direct elimination table
of 64 and an incomplete direct elimination table of 32 respectively.
2) The initial order of the fencers will be established according to the adjusted FIE official
ranking, as of August 1st, 2008, at midnight.
3) If there are fencers qualified who do not appear in the FIE official ranking and/or if in the
rankings there are fencers classified ex-aequo, the FIE will carry out preliminary drawing of
lots as follows:
a) First, we will carry out a drawing of lots for the fencers ranked ex-aequo;
b) Then, we will carry out a drawing of lots for the fencers who do not appear in the
FIE official ranking.
4) As soon as all the fencers have an initial classification, we will carry out a
drawing of lots in pairs, from the first to the last fencer.
TEAM EVENTS
The classification of the teams will be made according to the Adjusted FIE Team Official
Ranking at each weapon. In case there are teams ranked ex-aequo, a drawing by lots will
be carried out.
The teams will be placed in a complete direct elimination table of 8 or an incomplete direct
elimination table of 16, depending on the number of teams participating, the teams keeping
their initial place without a drawing of lots.
The team of the organising country, which has been allocated 8 places, will be placed in the
direct elimination table according to its place in the current Adjusted FIE Team Official
Ranking at the weapon concerned.
The team events will be run by direct elimination throughout and the places 5 to 8 will be
fenced.

QUALIFICATION SYSTEM
GENERAL PRINCIPLES
Individual events
The individual event brings together about 39 fencers for each weapon that has a team event and
about 24 fencers for the weapons that do not have a team event. The number of participants in
individual weapon disciplines may vary according to the distribution of fencers by weapon of the
host country.
Team events
The team event brings together 8 or 9 teams for each weapon, i.e. eight teams qualified by the
team qualification system, in addition to the team of the host country, if any.

DETAILED QUALIFICATION SYSTEM
1) Qualification for weapons for which there is an individual event and a team event
a) Team qualification
The teams will be of 3 fencers, i.e. 8 teams, 24 fencers for each weapon, plus a team from the
host country if applicable. These teams will be selected as follows:
The first four teams in the FIE Official Team Ranking (OR), irrespective of which zone. If
an NOC declines its qualification, the team ranked fifth will qualify, then the team ranked sixth,
etc.
The highest-ranked team from each zone in the Adjusted FIE Team Official Ranking
(AOR). If an NOC declines its qualification, the second team of the same zone in the Adjusted
FIE Team Official Ranking qualifies. If a zone is not represented at all, or by only one team, but
its participation is not approved by its NOC, the following highest-ranked team, irrespective of
which zone, qualifies.
b) Individual qualification
For each weapon, 24 fencers in the team competition will be selected.
The 3 highest ranked fencers in the FIE individual AOR, with only one fencer from any
one country.
The 7 highest ranked fencers from the FIE individual AOR* by zone (2 from Europe, 2
from Asia-Oceania, 2 from America and 1 from Africa) with only one fencer from any one
country.
The 5 highest ranked fencers from a zone-qualifying event (2 from Europe, 1 from Asia-
Oceania, 1 from America and 1 from Africa) with only one fencer from any one country.
In no case may a country qualify more than 3 fencers for any one weapon discipline and
selection by the FIE individual AOR and by the FIE individual AOR by zone is reserved for
countries that do not have fencers qualified by team.
The zone-qualifying event is therefore open (1 fencer per country) only to those countries that
have no-one selected by team or by the FIE individual AOR or by the FIE individual AOR by
zone.
AOR * The Adjusted Official Ranking is the FIE Official Ranking modified as follows:
For the weapon in which there is a team event, we remove the names of all the fencers
from those countries who have qualified by team. Then we keep the 2 highest-ranked
fencers per country and per zone.
Total fencers for individual disciplines, for those weapons for which there is a team
event: 24+15 = 39 fencers.
2) Individual qualification for weapon disciplines for which there is no team event
There are 24 places for each weapon discipline that are divided as follows:
In no case may a country qualify more than 2 fencers per weapon.
• the first 8 of the FIE individual Adjusted Official Ranking, 2 fencers maximum per
country;
• the first 8 of the FIE individual AOR by zone, 1 fencer per country, (3 for Europe, 2
for Asia-Oceania, 2 for America and 1 for Africa );
• the first 8 from the zone-qualifying event (1 fencer per country and per weapon)
which are open to those countries which have no-one selected by the two preceding
criteria for the weapon concerned (3 for Europe, 2 for Asia-Oceania, 2 for America and
1 for Africa).
AOR * The Adjusted Official Ranking is the FIE Official Ranking modified as follows:
For the weapons in which there is no team event, we keep only the 2 highest-ranked
fencers per country, and all the other names are removed.
QUALIFICATION OF THE HOST COUNTRY
The host country will have the right to enter 8 fencers, to be distributed between team and
individual events as it sees fit: thus, it could enter teams, or have no team and select for only the
individual events.
TRIPARTITE COMMISSION INVITATION PLACES
The deadline for NOCs to submit their requests for Tripartite Commission Invitation places is
15 November 2007. The allocation of Invitation places will be confirmed, in writing, to the
NOCs from April-July 2008. However, no places will be allocated for such Invitations within the
fencing quota. Any places unused by the host country of the 2008 Olympic Games in Beijing will
be reallocated by the Tripartite Commission (IOC, NOC, FIE). Invitation requests may be
matched with any unused host country places in agreement between the FIE and the IOC by
(date to be confirmed).
QUALIFICATION PERIOD
15 November 2007 Deadline for the submission of requests for Tripartite
Commission Invitation places by all NOCs.
31 March 2008 Making up the Rolling of the FIE Official Ranking (one
competition replaces that organised the previous year)
15 April – 5 May 2008 Zone-qualifying event
7 May 2008 The FIE forwards the results of the zonal qualification events
April-July 2008 The Tripartite Commission to confirm, in writing, the allocation
(if any) of the Invitation places to the NOCs.
23 July 2008 Deadline for Beijing 2008 Organising Committee to receive entry
forms submitted by NOCs
DATES/PROCEDURE FOR CONFIRMING PLACES
The FIE will send the names of the fencers qualified though the AOR and the zone qualification
event to the national federations on 12 May 2008. National federations will have to confirm to
the FIE, before midnight of 31 May 2008, that the participation of each fencer qualified has
been approved by the NOC of the country concerned.
From 2 June, the FIE will re-allocate the places which have not been confirmed by the
NOCs.
RE-ALLOCATING UNUSED QUOTA PLACES
If national federations do not meet the deadline of 31 May 2008 to confirm the participation of a
qualified fencer, the FIE will thus re-allocate the places available as follows:
If a zone does not have a fencer ranked in the FIE Official Ranking, it is the highest-ranked
fencer in the weapon discipline concerned, irrespective of the zone, who qualifies, provided that
the country he/she belongs to does not already have in that weapon discipline :
- 3 fencers qualified (for weapon disciplines for which there is a team event) or ;
- 2 fencers qualified (for weapon disciplines for which there is no team event).
In the event that the NOC of a country declines the participation of one qualified fencer:
• If the fencer is qualified through theAOR , the qualification will be re-allocated to the
fencer ranked next
• If the fencer is qualified through the zone AOR, he/she will be replaced by the nextranked
fencer in the same zone
• If the qualification was obtained through the zone-qualifying event, the qualification will
be attributed to the fencer ranked next in this event.
The Silk Road - Beijing 2008
The Olympics are in Beijing in 2008, how are the teams chosen for the fencing competition?
Over the last 100 years, the number of sports represented in the Olympic games has mushroomed and the IOC took action to attempt to keep the total number of athletes participating in the games to a reasonable level so that the host nations will have a chance at running a decent games.
The mandated levels of athlete participation has led to changes in the selection process for the Games. Each nation is no longer guaranteed an athlete in each sport - now nations and athletes have to compete against not only their countrymen, but against others in their region or continent for an Olympic slot.
The addition of Women's Sabre as an event in fencing led to even more changes for 2004. In the 2004 Olympic Games all of the men's events (epee, foil, and saber) were included, but two of the three women's events did not hold the team competition.
The FIE is now rotating which events will sit out the team portion of the Olympics (since the IOC won't grant additional medals for fencing), and for the 2008 Olympic Fencing competition, Men's Foil and Women's Epee will only hold an individual tournament.
Who gets to go?
Athletes are competing for slots based on their nation's standing in the world (for team events) and based on individual world rankings (for the individual event.) Total participation is limited to 212 athletes over 10 events (4 team and 6 individual). Here's a breakdown of what it will take for an aspiring swordsman (or swordswoman) to get a ticket to Beijing:
Weapons with Team Events (Men's Epee, Men's Sabre, Women's Foil, Women's Sabre):
Team Events are comprised of teams of 3 fencers with 1 alternate. A total of 8 teams can compete in each team event (9 if China fails to qualify a team directly). The top 4 teams in the world standings will qualify directly to the Olympics. The remaining 4 teams are chosen based on regional qualification. The top team from each region (Americas, Asia, Europe, Africa) that is not already qualified will earn a regional berth.
The individual event is a tournament with a field of 39 fencers. For the individual competition, the 24 fencers that competed in the team event qualify. After the first 24 fencers are chosen, the top 3 in the World standings qualify, with only one fencer from any one country. The next 7 are pulled from the Olympic zones as the top 2 from Europe, 2 from Asia, 2 from the Americas, and 1 from Africa, again with only 1 fencer from a country. The remaining 5 slots are determined by a continental qualifying competition with 2 from Europe and 1 from each of the remaining regions.
What about Men's Foil and Women's Epee?
A different set of criteria is used to pick the 24 fencers who will compete in the Men's Foil and Women's Epee events. Because there is no team event, each individual will have to qualify on their own merit and not on the ranking of their national team. The following formula is used to pick the 24 individual entries:
The top 8 in the World rankings get their tickets punched (but only 2 can go from the same country from this set.) After the first 8 are chosen, the next 8 in are picked by region based on adjusted world rankings. (There are 3 slots for Europe, 2 for Asia, 2 for the Americas, and 1 for Africa.) The last 8 qualify based on continental competitions where countries that haven't qualified any fencers on the first 2 rounds. In the last round, the allocation of slots remains at 3 Europe, 2 Asia and Americas, and 1 for Africa.
Outlook for the United States
Will the US earn a medal in 2008?
The United States earned Bronze and Gold medals in Women's sabre in 2004. Sada Jacobson and Mariel Zagunis are still at the top of the world rankings and are joined by young fencing phenom Becca Ward, who last year won the individual world championship title at the Cadet, Junior, and Senior levels of competition. The US is favored to medal in Women's Sabre.
In the other weapons, the best hopes are with Men's Sabre as the individual team members are posting good results for the season.
